I know Ukrainian citizens that have come to Canada, why not the U.S.? From what I hear, maybe the biggest barrier to getting a visa is financial. Your cousin can inquire about the regulations regarding leaving the country, and, since you have access to the Internet, you can find a nearby Ukrainian-American organization that I'm sure can assist you in this matter.
I think it's great that you want to bring your cousin over to visit with you. I've also become very close to a cousin of mine over there, and she finally admitted that she would like to come and visit me in Canada. We're about the same age, and I promised that, as a 45th birthday present for the both of us, (which is not for a few years yet)I would either pay for her to come to Vancouver, or, I would treat her to a trip to Vienna (where she's always wanted to go)Frankly, I'd rather go to Vienna, but, it's her call.
