That a Ukrainian citizen *must* have OVIR permission to reide abroad. Up till the time a green card is places in the Ukrainian passport, Ukrainian officials have no way of knowing if the person is departing Ukraine for a visit - or to reside. Once the green card *is* issued, however, the Ukrainian officials *know* that person is residing abroad. If they do not ALSO see the appropriate OVIR stamp - there is the *possibility * (ONLY a possibility - not a certainty) of being hassled.
