To avoid accountability for ruinous logging in Carpathian Mountains that is reminiscent of XIX century colonialism, the Barbarians of Ukraine decided to shift responsibility on Hungary. The great contributions of Ukraine to the current civilized world are two regions of ecological disaster, Chernobyl and Transcarpathia. For the former disaster Russians are responsible and not the Ukrainian working ethic, for the latter one Hungarians are responsible and not the Ukrainian barbaric approach to the nature and environment.
P.S. Perhaps the article should mention that, on the Ukrainian side of border mainly Hungarians live in those villages. Regarding of flooded territory, 53% was on Ukrainian side and 43% of territory was on Hungarian side, the rest is Romania. However, the deforestation via logging involves Romania and mainly Ukraine, but not Hungary.

: Ukrainian Authorities Accuse Hungary of Causing Second Wave of Flooding

: Mar 20, 2001 -- (BBC Monitoring) Excerpt from report by Ukrainian television on 19th March.

: The second wave of flooding in Transcarpathia Region: The water level in the region's biggest rivers rose by nearly two meters. Experts accuse neighboring Hungary of this and forecast a further rise in the water level. We recall that as a result of this year's floods, 250 population centers have been flooded and eight people have died. Tetyana Bol reports about the development of the
: Transcarpathia tragedy.

: [Correspondent] Whether the water level of the Tysa river rises depends not
: only on the melting of snow in the mountains and on rains but also on the water level of rivers in neighboring Hungary. Over 10 Ukrainian villages in
: Berehivskyy District suffered as a result of a break in the dike near the
: Hungarian village of Tarpa. In particular, the village of Danylivka has been completely flooded. The Hungarians say that in their country 20 population centers suffered and that it was only for that reason that they dug out highways and let water run off into Ukrainian territory by pumps.

: [Ivan Zayets, captioned as environment minister] We are not just taking water
: in such big volumes from the Hungarian side in this case, but we are also
: pumping this water into the rivers Tysa and Latorytsya at our own expense,
: spending huge funds.

: [Correspondent] This is the first official acknowledgement of the fact that Hungary has been directing water onto Ukrainian territory. A whole week has passed since the dike was broken [in Hungary], but high-ranking officials were afraid of, as they say in private talks, causing an international scandal.
: Journalists were not allowed at a joint intergovernmental commission sitting,
: which lasted about eight hours, and the next day each side interpreted the talk's results the way they wished. The Ukrainians were saying that they made the Hungarians stop pumping water, while representatives from Hungary, for their
: part, were saying that they would first only reduce the water flow. Ukraine is
: not going yet to appeal to international institutions to cut this Gordian knot.

: [Vasyl Durdynets, captioned as emergency minister] So far we have not been
: posing this issue in this way, because it was not their own free will, so to speak.
: They faced an extremely complicated situation. The point is about pre-planned, well-coordinated actions that would prevent the situation that has emerged in Ukraine.

: [Passage omitted: local residents complaining that Hungarian villages did not suffer at all, only fields and forests were flooded; details of relief efforts being undertaken; complicated weather conditions being forecast]
