So, in Spain there are a luck of democracy? Now in France Basque people try do the same, they have a lot of Basque schools, and poco a poco try to do it oficial... locally. What it's mean? If you live in Basque country, you must be bilingual - Basque and French, or Basque and Spanish. But ask all FRANCE or all SPAIN about the possibility to do them official in ALL the territory? Strange democracy...
