It doesn't matter whether some cities in Ukraine are "not used" to the Ukrainian language or not (such as Odessa for instance). Ukraine is a country with its own history, traditions, and language. It's about time that this country will get its 'official language', Ukrainian. Rusification was meant for the language to die, and by no means now it would be the fair thing to do is to make it "easier" on such cities as Odessa, by making the Ukrainian language
not primary, and not the official language in the country of UKRAINE.
