Is Ireland a multi-lingual state? It is indeed an example of English "tolerance" and historical ethnocide. Canada, Belgium, the Netherlands, Switzerland each have unique historical perspectives on multi-lingualism, but none approaching the destructive Russian variety (e.g. "first among equals"). You can hardly expect the majority of Russians to accept the concept of a multi-linguistic and multi-cultural Russia anymore than you can expect them concede the superiority and primacy of Russian language and culture in the "near abroad." Until Russian politician and cultural elites take the first step, the Latvian and Lithuanian approach to multi-culturalism would serve Ukraine very well.
