This only cannot be done "from one day to another". All things must be done in some time. The new specialists must know Ukrainian, the old one helped to study it. The oldest have the permission to finish their working life without sudying Ukrainian. (In Lviv, in the University, many years ago the teacher had 2 years to study the language. Perhaps it was a good experience?)
