No aid is being delivered, just the type of aid has changed very recently because of cases of women giving birth, getting the money and dropping their child off in the nearest garbage dumpster. So the government said we'll give some cash, and some food and some clothes, to elininate these abuses. The value of the aid is still supposedly the same.
Crimea was fully inhabited by Tatars from the 13th century. Fully inhabited is not accurate as there were always other groups living here as well. In the late 18th century Crimea becmae part of the Russian empire. In 1944 Stalin transported the entire Tatarii population to Uzbekistan for collaboration with the Nazis. In the 1990's they were slowly allowed to move back. During this time there was a strong political movement in Crimea for Crimea to be part of Russia and not Ukraine. Ukrainians stepped in and opened the gates to Tatarii immigration, and then closed it. Then they told the Russians, "drop this Crimea being part of Russia talk, or we'll totally fling open the Tatarii immigration gate". So the Russians settled down. The Tatarii and Russians hate each other like you can't imagine.... Just a matter of time and demographics when the Tatarii population gets bigger....
