They WERE giving money, then changed their mind and gave only a little money and clothes and food, as far as I know it's everywhere in Ukraine. Yushenko, said 6 weeks ago, "everything's fine in the government", do his statements reflect reality now? Why is this the "Tatar south", I think you intend that as a slur, so be it....
