Let me get this straight - you are blaming Ukrainians for "Tsarist laws"?
For hundreds of years, Jews lived peaceably on what is now territorial Ukraine - while being reviled, killed and hunted in Western Europe. Remember the Spanish Inquisition? convert, die or leave?
Jews were expoited under the Tsars while at the same time being used as the "fall guys" to divert blame from the Tsars and later used in the same fashion, during the Soviet era.
