Michael
You have posted the same story on another board, where the members apart from offering you their sympathy, asked several questions because your story was far fetched. You failed to answer all the questions and convince the members about the accuracy of your story and accused them of interrogating you like FSU. Finally you started posting a lot of pro-Russian propaganda and also praised the previous regime of Yanukovich, derided Ukrainians, the Orange revolution and president Yushenko for which you were castigated. Now you came here and started posting the same rubbish, looking for new audience to support your pro-Russian misinformation.
The facts are simple.
You arrived at the customs without declaring anything and only when they asked you if you have any money THEN you told customs that you were carrying out the same amount of Dollars as when you went in (3300 dollars) but you had not completed the required declaration form.
As is normal with customs (in every country), when you break the rules they confiscated your cash, fined you 1700 UHA and send you to appear before the court, charged you with illegal exportation of foreign currency but you elected to escape to USA. Meanwhile at very short time, before your flight departed, you managed to find somebody to represent you at the court to whom you paid 800 dollars. The court found you guilty of the offence but, as you said, allowed a refund of the fine (1700 UHA) imposed by the customs.
Here are the Rules about currency regulations in Ukraine, from the Boryspil airport site:

Why don’t you go to Siberia, which you like very much and is more civilised than Ukraine, as you said, to spread your commi gospel and propaganda?
