The point is your Borispol customs would have confiscated the cash with our without the completed departures currency declaration form. If you declare any cash on arrival at Borispol airport, they will confiscate it when leaving.
The problem is it makes it infeasible to first visit Ukraine with cash if you are continuing to Russia or another destination outside of Ukraine.
