----- Britain was united and it did not fall. France was split. Ukraine WAS NOT independent and Ukrainians were split(pro-Nazis and anti-Nazis).

----- The country has to be split on political AND popular levels to be dominated. But Italy IS dominated by US(like a stabilizer in this case, not occupier).
And of course there always is military power, but it's a temporary factor if a nation is united.
