Yushchenko's populariry is not declining, but it has stabilized, in fact. The Ukrainian government has made progress on some issues and failed to succeed on others. It is in fact the Russian media, and some of the West European media which have been carring on anti-Ukrainian propaganda. Yushchenko has not overreacted in pursuing the criminals of Eastern Ukraine, and has not antagonized Russian-speakers. The main focus is to gain more support in the 2006 elections, and getting into WTO.
