The problem is that Russia is completely incapable of understanding the situation in Beslan, and the entire issue of the Chechnya war.
Russia has historically tried to impose its dominance on everyone around her. In Eastern Europe or in the Caucasus. Russia still has that militaristic 19th century mentality that the Europran powers once had, conquer and destroy others. The European powers have abandoned that stupid mentality, but Russia has not. That's the whole problem. Russia must understand that it has no business in Chechnya, or in Ukraine , or in Gerogia, or in the Baltics. Nobody wants Russia there. So it's not an issue of terrorism in Chechnya, or in Beslan, it's an issue of struggle for independence from an inept and corrupt Russia.
It is Russia who is responsible for the situation.
This struggle will not go away. Rusian government completely mishandled the situation in Beslan,and then lied to the people of Beslan, and lied to the world. Over 300 innocent people died because Russian response to the crisis was stupid.
