While I do not deny that the botched Russian rescue operation, has definitely contributed to the huge Beslan death toll, the main responsibility lies with the perpetrators - which are the terrorists. Your logic is a very dangerous one, and using it one can justify suicide bombings, September 11th, the Bali bombings as exclusively bad policy decisions by Israel, U.S. and Indonesia. No matter what strategic and tactical mistakes Russia or any country makes, the main responsibility in such cases lies and will always lie with the terrorists, as THEY were ones who initially perpetrated this brutality and not the Russian government and no government policies or even rescue operations that went bad can justify this fact.
: That's quite true. Russian government is responsible for the murder of all those children in Beslan, because it acted in a stupid way. A better handling of that situation would have resulted in fewer deaths. This is an example of the old Russian mentality, which hasn't changed since the tsarist times.
