That means he's probably not going to leave, and only wants people to think he's going. That is supposed to be a very clever Sovit-era tactic, and we're all supposed to be fooled. He hates the Ukrainian people, and realizes they are not going to go away and disappear, but will only get stronger and stronger every year. A pathetic sort of a guy, this Mark Seidner.
