There is a forum on this issue. This forum seems to be filled with comments from Ukrainians educated abroard right here on the East Coast.
Time will not cure this problem. One has to have a strategy on this issue that will address this issues involved.
Granted it should be easier to solve this issue with the new presidential adminstration in Ukraine.
