: Those, who defend Kuchma is partially right. It not all his folt. In fact I don't think he is personally responsible for any calamities which haunt our country at this time. The only fault of Kuchma that he is not a talanted charizmatick leader, and he doesn't know much about economics. In fact everyone in power so far was a diletant economist and polititian. Ukraine managed to loose a great advantage of a start and to heal a damage done in 9 years there is only one solution. Lowest taxation policy in Europe, peace, and highest possible deregulation along with a strong law enforcement and tax discipline. A buget should be 100 % indifferent to the economy, no subsidies to any industry, no tax breaks, high import duty 100% privatization including nuclier power, rail roads, defence industries, publick healf care and so on and so for. A privatization should become a number one source of buget revenue for at least three years only investment goverment should be allowed to do is in the science. retierment age sould be raised. And most of the social programs closed or downsized. Army should be cut to no more then 100,000 men with emphasis on quality, meaning a lot of weapons upgrading and development that would be an additional investment into science. A number two priority for budget should be infrostructure roads, rail roads, communications, ports, airports, pipenetwork, power grid water cleaning and disribution should be invested in or wached over. this should be the only area for using a forein credits if such is obtainable. they should lessen a number of regions from 27 to 5 or 6 and cut the governing body by about 70% and always first to go from government of all levels should be people over 40. Invite as much as possible foreing managers, market analist, brokers, ingeneers and all kinds of specialist from Europe and America if those will agree to come. Law enforcment should concentrate on recket, bribes, money laundering tax evasion, and all other kinds of crime in economic spiere juditial system and law enforcement. Ukrainian language should be introduced with more caution. A national plan of transition to Ukrainian should be developed and made public. For example in ten years none of the government worker should speak at work any language but ukrainian. A long term of implementation is needed to let people east and south get used to the idea. A rush in this matter can be both harmfull and distractfull. : A development priority should be in energy conservation alternative energy, and gas and oil extraction increase on the off shore rigs of Black and Azove sea. : Agricalture should not be a priority. All needed to be made shure of is an access to cheep credits for farmers and government or private disaster insurance. As well as a land market there land is easily sold, bought, or used as a collutoral for credits. : Electronics should be a number one priority in lobbing investments. : Metalurgy should be overhauled to be less energy consuming and less polutant it can be done just setting achivable goals before interprizes which should be met by specific date with tax breaks and fines in place. : Mashine bulding will wake up after VAT tax is abolished and leasing is more used. : Overall economy will be ageing desent size in five to seven years with a growth rate of about 25% per year wich is absolutely real. : Small businesses should be encoraged by selling all communall assets, and leasing equpment for those, who wants to start his businnes, no tax breaks but acces to reasources and maybe assistance with advertizment like publisized new businesses issue on the local level which targets potential market. : Well sorry it took a long time and probably way of topic but that is my point of veiw on today's situation in Ukraine. :
