Election manifesto of the Yuliya Tymoshenko bloc
Traditional political ideologies have introduced such fundamental concepts as civil society, democracy, human rights, equality of all property rights, social security. However, people’s dissatisfaction, economic and political crises, terrorism have remained. New forces are needed to give a new impetus to positive development.
The priority development of technology and market ideology have gradually ruined the spirituality of mankind. Our goal is to make the development of spirituality a priority. This is the first constituent of the progress.
The second constituent is the desire for justice, not as a slogan but as a scientific method of improvement of society, which is based on determining, publicizing and settling all conflicts in society. Then, Ukraine will fulfill its historic mission and prove that it is able to become a model of spirituality and a pattern for building a fair society.
This idea is capable of uniting the Ukrainian nation, intentionally split, deceived, and betrayed by the irresponsible authorities.
Spiritual life
The main conflict today is the one between the wish to improve standards of living and disregard of spirituality. To solve this conflict, we will take the following measures:
· Put Ukrainian legislation in line with highest spiritual values;
· Introduce optional spiritual education at secondary schools;
· Unite the efforts of the state and different church confessions to fight drug abuse, AIDS, juvenile homelessness, prostitution, crime and other social diseases;
· Protect the national culture and language as the factors of consolidation of Ukrainian citizens;
· Guarantee the free development of the languages and cultures of all ethnic groups living in Ukraine;
· Make the national intellect and its informational resources a perfect Ukrainian weapon in the competition for a worthy place in the world;
· Mass media cannot be just businesses. We will introduce a new section in the Constitution of Ukraine, which will secure actual freedom of expression, justice and spirituality and cut short criminal manipulations with people’s consciousness.
Political life
The main conflict is the merger of power and capital into antinational conglomerate. By owning mass media, finances and administrative resources, the power pursues its own interests contradictory to the interests of society. People cannot influence their standard of living. We will:
· Establish efficient training system to teach people how to use power;
· Introduce amendments to the Constitution, which will rationally balance the rights and responsibilities of all brunches of power, include the impeachment procedure into legislation for all unscrupulous elected public officials;
· Make the parliamentary opposition a full-fledged state institution of public supervision over the authorities; its status will be determined by the Constitution. The opposition will be granted the right to form the leadership of the state bodies controlling the observance of the law and financial discipline, key parliament committees, supervisory councils of radio and television; it will also have the right to initiate an all-Ukrainian referendum and president impeachment proceedings.
· Break the financial link between the authorities and capital. He who pays for the policy orders it. Arrange it in such a way that policies be ordered not by capital but by a person. Citizens will allocate a part of their income tax directly with the party (bloc) they support, the total value of the income tax being reduced. Ban legal entities from funding of parties and election campaigns.
· Ensure development of actual local self-government. Village, town and city councils and their chairmen will be secure from power abuse of governors and ministers.
· Create professional army and adopt new war doctrine of containment based on modern technologies.
Legal sector
The main conflict here is between the declared right of citizens to justice and the impossibility for most of them to implement it. We will:
· Make justice available to every citizen: abolish court fees and introduce free state defense lawyers for those who need it;
· Provide a real legal education for high school students;
· Safeguard judges by introducing a special procedure of funding courts independently of the executive power;
· Set up disciplinary commissions formed like a jury to root out abuses and corruption from the judiciary. The commissions will impose the whole range of penalties on judges guilty of infringing procedural standards and laws;
· Review the adequacy of penal sanctions under the criminal code. Imprisonment will be used only for serious crimes against persons or society. The punishment for other crimes will be fines, confiscation of property, and forced labor for various periods;
· Introduce juries at courts.
Economic life
The first conflict is between the interests of society and those of private capital over the ownership of means of production and profit. We will:
· Ensure that the state owns natural monopolies and strategically important units;
· Introduce a new management model for state property using efficient commercial companies by open tenders; This will increase the profit of state owned enterprises and add additional 10 -12 billion hryvnyas to the state budget annually;
· Check the legality of privatization and take inventory of all state owned property;
The second conflict is the absence of just distribution of income between the holders of the controlling interests and small shareholders. We will:
· Introduce obligatory monthly redistribution of all income by means of interes among all shareholders.
The third conflict is the absence of a just distribution of income between capital and hired labor.
As income is generated not only by capital and resource of the land but by hired labor as well, we will guarantee the right of hired workers to the part of the revenue by means of its capitalization.
The forth conflict is between the declared obligation to pay taxes and legal opportunities to avoid taxation. We will:
· Approve legislation blocking all possibilities of avoiding taxes;
· Considerably decrease the tax burden by abolishing taxation according to the graduated scale, change the VAT and corporate income tax with the revenue tax of 5 -8 percent.
The fifth conflict is between a weak domestic capital and the imposed need to compete on a par with international capital. We will:
· Legalize domestic capital, create openly protective conditions for it during its development stage;
· Overcome state racket, ban audits by the tax administration more often than once in three years;
· Reduce interest rates to 5-6 percent suing economic means;
· Secure a guaranteed state investment into starting capital for everybody who wants to start their own small business, even if it is risky;
· Eliminate the mechanisms of the shadow economy, which will at least twofold increase budget revenues.
The sixth conflict is between the declared support for agricultural production and its actual collapse. We will settle this conflict in the following way:
· Land will belong only to Ukrainian citizens of who live and work on it. The owners will a real plot of land but not a certificate. The renewal of feudal landownership is inadmissible;
· Legal entities will have no right to own agricultural lands;
· We will effectively protect the land lessors from the abuse of unscrupulous lessees;
· The opening price for land will be not less than in the EU countries;
· Secure long term investments, guaranteed by the state, into agricultural production, introduce state subsidies of agriculture;
Social sector
The main conflict is between declared social protection and actual defenselessness of citizens. We will:
· Overcome the intentionally created injustice, which consists in actual inequality of children from their birth in terms of their opportunities to form their personalities;
· Ensure equal access to high-quality education and healthcare for all citizens regardless of their financial and social status or place of residence. We will introduce a fundamentally new model of funding these two sectors;
· Introduce a manifold system of social work and work at home;
· Every citizen of Ukraine will receive comfortable housing, healthy nutrition, means of transport, house appliances and facilities due to increased remuneration of their labor as well as renewal of a long-term crediting of the population;
· Keep the pension age at the present level; considerably increase pensions, which will be calculated depending on the length and conditions of work;
· Secure payments compensating devaluated and stolen bank deposits within four years;
· Secure young people their first job;
· Compensate material and moral damages to deported people (in particular those deported form the areas of Kholmshchyna, Pydlyssya, Lemkyvshchyna, Nadsyannya);
· Protect the environment; secure clean water and quality food for everybody.
Foreign policy
The main conflict is between Ukraine’s powerful potential and its low status in the international community. We will:
· Make maximum use Ukraine’s potential as transit country. Transit systems will remain state property and will be the major factor for strengthening Ukraine’s position in the world;
· Make a radical reform of the international politics and business departments.
