Unfortunately without radical changes, it will remain that way. Tymoshenko and Yuschenko seem to be eager, but it all slows down at Kuchma. So only RADICAL changes in Ukrainian government will move Ukraine ahead. After all, whatever you say about Pinochet, he did move Chile far ahead in his 20-year reign. IF Ukraine will have a dictator it may actually benefit it. I know it may sound cynical and cruel, but a death of a thousand nouveau riches is worth moving Ukraine at least to a level of Poland.

That's why Ukraine has to find alternative. If it cannot pay for gas (e.g. Norwegian), it has to get transfer fees to buy some. If Turkmenian gas or Kazakhi oil will go through Ukraine, it will diversify Ukraine's gas and oil sources. So if 20-30% of gas will go from Russia, it cannot dictate us anything.

Ukraine doesn't need nuclear weapons and it isn't defenseless. If Romania doesn't have nuclear weapons, can anyone big attack it? The answer is no. If Russia attacks Ukraine, which is highly unlikely, Ukraine's weapon will be NATO.
