Tourism development in Ukraine is hindered by the high prices charged to foreigners by hotels, markets, and taxis. Since there is a distinct lack of affordable accomodation in Ukraine for foreigners, plus the fact that so few Ukrainians speak other languages, travellers go to other countries with their tourist monies.
Look at other European countries. Even cities like Berlin, Munich, Madrid, Rome, all which get vast hordes of tourists from many different countries, all can be less expensive to visit than Kiev. Until Ukraine gets away from the double standard of charging a higher price for a hotel room to a western tourist, people will not come to Ukraine. They will go to where they will be treated equally and fairly.
