I think that anyone interested in the character of Kyiv would be advised to read Kyiv: A Portrait, 1800-1917 by Michael Hamm.

It is an excellent book and gives a picture of Kyiv as a relatively complicated place with an intermingling of languages and cultures. It is different from any "capital" in Europe. Kyiv was not a capital until 1991. That is the tragedy of the Maydan.

I am certain that someone will state that Kyiv was the capital of the UNR at the end of WWI. But that was too short and chaotic to make a difference.
