I don't know about motto of OOL and much about other Ukrainian organizations in US because I'm relatively new immigrant, but I will tell what I know.
Ukrainian National Association (Ukrains'kyi Narodnyi Soyuz) in US was called Ruskyi Narodnyi Soyuz after it was founded more than 100 years ago. There is town in Western Ukraine called "Rava Ruska", there is street called "Rus'ka vulytsia" in Lviv. However, none of these words never meant "Russian". Russian means "Muscovite". Much confusion was done by tsar Peter I, who adopted word Russia for Muscovite state. Words Rus'kyi, Ruskyi are derivatives from Rus' to the best of my knowledge. Maybe word Rusyn is also a derivative from Rus', it's possible. If you read Western Ukrainian writer Ivan Franko and other literary figures from the area you will notice that they use Ruskyi everywere in their writings but it doesn't mean Russian in today's meaning.
