I understand you. But let compare two countries: Poland and Ucraine. Poland hasn't a buoyant economy, has its problems. One of them are the famouse Russian mafia. Another is the illegal workers from the former USSR, many of them from Ucraine. So Poland ask now to every Russian a visa, as to Bielorussian, with invitation from Poland, and more easely obtaining visa from Ucrainians. My husband and children can go in all Europe, Poland, Litva, Latvia, Estonia included with their Europenean passports. Why Ucraine don't distinguish between countries? In Spain every summer come a lot of Ucrainian children from Chernobil area. There are a very strong links between many families in Spain and Ucraine. Somebody of childrens had more than 16 years, so they can't came here as a children. So the Spanish families invite them particularly. It is necessary to do the invitation. In Spain you go to the town council (or phone) and here the stamp is putted to your invitation. Then you take the documents from banc or the working place to show that you have enough money (it is a new rules of Spanish Councilship to give a visa). Somebody like Ucraine... but it take some hours! You don't need to go to OVIR, loss one day, and wait then! And OVIR, not Ucrain Councilship, decide to give or not to give... the visa.
