I´m not a specialist in this matter. But I remember that at first everybody could came to Ukraine and pay only some little taxes in the border. But then every country make its limitations, every year is more difficult to obtain a visa to Europe, even to Poland or Lituania. So the step of Ukraine was to make its limitation. At this moment I think that this steps limited the tourism to Ukraine, and make to the Ukrainians more difficult to go to thier country with foreigns husbands or wifes (and leave here their $$$).
