No wonder if its first draft was written somewhere outside Ukraine. It may be used in Estonia, Kazakhstan, Latvia, Lithuania, Moldova when the word Ukraine is substituted for the word Estonia, Kazakhstan, Latvia, Lithuania, Moldova correspondingly.
Keep in mind, they are citizens of Ukraine and normal country is buit for its citizens. All of them.
Russian Ukrainians are the same Ukrainian citizens as Polish Ukrainians or German Ukrainians, like Ukrainian Russians are the same Russian citizens as Polish Russians or German Russians.
