What is anti-ukrainian is to provoke the hatred between ethnical groups in Ukraine. I read this document and so what? They are entitled to say whatever they want no matter how stupid it sounds or looks. Keep in mind, they are citizens of Ukraine and normal country is buit for its citizens. All of them.
