Rabotyaga,
I think Kiyv strategy is to elavate status of Western Ukrainian scientific and educational institution that are predominantly Ukrainian speeking by providing them with more funds, as a result to increase prestige of Ukrainian language. We were discussing earlier, that Ukrainian language is viewed in Eastern Ukraine as unsophisticated.
Such improvement will increase institutions rating.
It will encourage people from across the state who would like to work there change the attitute that science done in Institution of Ukrainian language is inferior to that of Russian. Since revival of Ukrainian cuture and language comes from the western part of Ukraine, the government feels that such trend needs support if we are to build a Ukrainian statehood and revive bnational identity.
As of fairness, few things in life are fair. I think, this unequal distribution is not most unfair among deads that take place in Ukraine now days.
About my recap of UPA history... It seems to me, that you were grossly generalizing when stating that Western Ukrainians were unanimously pro-NAzi during the war. ( your posting about organ removal and babies being slashed...)
I think Ukrainian history is not all white and black , there is many shades of grey.
You were saying that Eastern Ukraine and Crimea will succeed from Ukraine if Kiyv will proceed with Ukrainization..... We both know it is very unlikely. Remember what happened in Crimea in 1994 and 1998 when Crimean Parlament accepted Crimean Constitution contradicting statutes of Constitution of Ukraine. Berkut formations were there very promptly to control the situation. My Russian friends from Moscow complained about "Marshall Law like" behavior of Ukrainian MVC troops.
Russia's Black Sea fleet did not get involved. In the future there is always a threat that someday Russia's presence in Crimea will intervene.
These were my thoughts.
