Second secretary by ideology was the second highest position of the government of the former Soviet republics. This was usually very loyal and devoted person (frequently Russian rather than of local nationality) who would see that the fist secretary did not do anything "wrong". Kravchuk is Ukrainian so must have been very devoted and loyal at his time. He is also and our First President. Ironic, isn't it?
