Pavlo Lazarenko was prime minister of Ukraine from June 1996 until his
dismissal
by President Kuchma in July 1997. That year he fled Ukraine to avoid
arrest because of
allegations that he stole several million dollars, an amount variously
estimated
to be as low as $2.1 million and as high as $700 million. In February
1999
U.S. immigration authorities detained Mr. Lazarenko at JFK Int'l Airport
in NYC
for visa irregularities, during which time he applied for
political asylum. Swiss and Ukrainian authorities have subsequently
charged him
with money laundering and are seeking his extradition. His attorney
Michael Handwerker,
acknowledging that his client is of some wealth (having recently
purchased
a 41-room mansion in Northern California for $6.1 million in cash),
claims that Mr. Lazarenko obtained his money legally through business
activities
not connected with his government services and that charges against Mr.
Lazarenko
were fabricated by Mr. Lazarenko's opponents in Ukraine, notably
President Leonid
Kuchma. Hearings to extradite Mr. Lazarenko have been regularly called
and
postponed since June 1999 with the next one scheduled for early
December.
He is currently in a federal detention center in California.
