Parliament Election 2002 - MPs in single mandate
districts

KYIV - Today the CEC released a list of newly
elected MPs for all 225 single mandate districts
in Ukraine. Returns are incomplete in 16 districts /
the relevant percentages follow the candidates' party
affiliations/, although at the present time the CEC
does not expect incomplete returns to affect the
outcome of the races in question.

Those listed below are considered victors,
pending any court challenges that may be brought
by defeated competitors. It is too early to predict
where such challenges will be filed.

In cases where single mandate district results
are overturned, repeat elections would most likely
be held in August of this year, said CEC Chairman
Mykhailo Ryabets today.

Please note that those candidates marked "Independent"
or "Ind." are in many cases members of political parties,
however they were "self-nominated" as opposed to
party or bloc nominated for registration purposes.

Parliament Election 2002 Results Update

KYIV - At a press conference held this afternoon,
CEC Chairman Mykhailo Ryabets provided fresh
election numbers in the race for Parliament. 

Party List Mandates

With 72 percent of ballots counted, the following
parties and electoral blocs have crossed the 4
percent barrier in voting for 225 party list mandates:

Our Ukraine                                 22.48 %
Communist Party of Ukraine                  20.31
For a United Ukraine                        13.04
Socialist Party of Ukraine                   7.2
The Yulia Tymoshenko Bloc(BUT)               6.68
SDPU(o)                                      6.09

The remaining roughly 23 percent of ballots were
cast for parties not crossing the 4 percent barrier
and for "None of the Above." These votes are
proportionally distributed amongst the party list
winners.

Voter turnout was 65.22 percent, a relatively low
number for Ukraine parliamentary elections.

Based on the above percentages, Our Ukraine
would obtain 67 party list mandates; the CPU - 60;
FUU - 38; SPU - 22; BUT - 20; and SDPU(o) - 18. 
     
Single Mandate Districts

With 70 percent of ballots tallied in the race
for 225 single mandate seats, candidates from
Our Ukraine lead in 40 districts; CPU - 6; FUU - 71;
SPU - 3; SDPU(o) - 4; and the Yulia Tymoshenko
Bloc (BUT) - 0.

Candidates from the Democratic Union/Democratic
Party of Ukraine Bloc would take 4 seats, while Kyiv
Mayor Oleksander Omelchenko's Yednist Bloc
would seat 4 MPs, and a candidate from the
Party for National Economic Development and the
Ukrainian Maritime Party would seat one MP each.

Independent candidates look to win the remaining
93 single mandate seats.

If the party list and single mandate district results
predicted so far prove accurate, 450 Parliament seats
would be apportioned as follows:

Zwarych likely to win in District #90

With 22 percent of ballots tallied in District #90
(Nadvirna, Ivano Frankivsk Oblast), serving MP and
Our Ukraine candidate Roman Zwarych is leading with
65 percent of the vote. Mr. Zwarych's main competitor,
Mykola Shkriblyak, died on March 29 of nine bullet
wounds suffered by him earlier that day.

Complete Results "by day's end"

At the afternoon CEC press conference, Mykhailo
Ryabets predicted that full preliminary Parliament
election results would be provided "by day's end".
He did not, however, set  a time, a fact that underscores
earlier concerns expressed by the Committee of Voters
of Ukraine at the slow pace of the vote count.

figures, certain numbers may not add up.

For a United Ukraine could work with
Tymoshenko, Communists, Socialists

KYIV - Presidential Administration Head
and For a United Ukraine leader Volodymyr Lytvyn
believes his pro-presidential electoral bloc can work
with such varied opposition forces as the Yulia
Tymoshenko Bloc, Communists and Socialists,
according to Interfax-Ukraine. According to Mr.
Lytvyn, the new parliamentary convocation will
bring together ideologically related forces separated
by their position in support or opposition to President
Leonid Kuchma.

Mr. Lytvyn is convinced that the election results
themselves will force opposition parties to stake out
less controversial positions than they have heretofore.

On another matter, Mr. Lytvyn said he thought that
official election results would differ substantially
from exit poll results announced after the polls closed
at 8 pm on March 31. In particular he noted that certain
parties and blocs on the verge of passing the
[four percent]barrier might well make it into
Ukraine's next Parliament.

Ukraine can reshape its political landscape - Yushchenko

KYIV - At a post-election party, Our Ukraine
leader Viktor Yushchenko called for all Ukrainians
to come together, now that the vote was behind them,
said the bloc's press service.

Mr. Yushchenko stressed that all political forces
needed to find a sense of understanding, the sooner
after the election, the better. The former prime minister
and newly elected MP noted that the 2002 vote was
very different from all previous Parliament elections
held in independent Ukraine. In particular, the level
of political conflict was unprecedented.

Mr. Yushchenko made it clear he sees a true
opportunity to reform Ukraine's political system
by making it more responsive and truly democratic.

Compared

KYIV - In addition to the exit poll conducted
jointly by the Kyiv International Institute of
Sociology (KIIS), SOCIS and Social Monitoring,
results of which were released upon the close of
voting at 8 pm, the results of two additional exit polls
have become available.

The following chart compares the three exit polls.
In Column One are results of the KIIS/SOCIS/Social
Monitoring poll. Column Two contains results from
an exit poll conducted by the Ukrainian Institute
of Social Research (UISR). Column Three contains
results from an exit poll conducted jointly by

Those parties and electoral blocs that pass the four
percent barrier will share 225 of 450 mandates in
Parliament. The remaining 225 seats will be
claimed by individual candidates running in single-
mandate districts.

Results of the KIIS/SOCIS/Social monitoring poll were
based on polling conducted by the Kyiv International
Institute of Sociology, SOCIS and Social Monitoring.
Nearly 18,000 people were interviewed as they left
polling stations. Each firm polled 6,000 people as
they left 850 polling stations in 480 cities and villages.
The results were collected and compiled by the
Kyiv International Institute of Sociology. The margin
of error is no greater than
+/- 1 percent.

Results of the UISR poll were based on interviews
conducted with 7,830 voters at roughly 216 polling
stations. The margin of error is +/- 1.1 percent

Results of the USDR/UCPM joint poll were based on
interviews conducted with 7,830 voters at roughly 216
polling stations. The margin of error is +/- 1.1 percent.

Ukraine Parliament Elections 2002 Exit Poll

KYIV - Preliminary exit poll results were released
to the public shortly after the polls closed at 8 pm
Kyiv Time. According to these results, the following
six parties and electoral blocs crossed the four percent barrier:

Our Ukraine                                25
Communist Party of Ukraine                 20.5
For a United Ukraine                       10.6
The Yuliya Tymoshenko Bloc (BUT)            7.9
SDPU(o)                                     7.1
Socialist Party of Ukraine                  6.1

22.8 percent of votes were cast for other parties and
blocs or for "None of the Above".

The following additional three parties have the best
chance of crossing the four percent barrier:

The Natalia Vitrenko Bloc                   3.3
Women For the Future                        2.5
Winter Generation Team                      2.4

According to these results, Our Ukraine will seat 73
party list MPs; the Communists - 60; For a United
Ukraine - 31; the Yuliya Tymoshenko Bloc - 23; 
SDPU(o) - 21; and the Socialists - 18.
