[mova] THE Ukraine = NA Ukraini ?

  I'd be interested in comments ...
         I understand that 'The' Ukraine indicates a geographical 
area, instead of a country.  So as part of the Russian Empire or 
Soviet Union, the overlords considered it an 'area'.
         But people still use 'na Ukraini' instead of 'v Ukraini' 
.  I believe that 'na' also has a geographical connotation and 
shouldn't be used !
