Ex-Moody's Analyst to Testify On Industry Conflicts of Interest

"Eric Kolchinsky, the former Moody's Corp. analyst who this week went
public with allegations of inflated credit ratings, plans to tell a
congressional committee on Thursday that the ratings industry is still
hampered by conflicts of interest.

Mr. Kolchinsky's appearance in Washington caps a journey that began in the
former Soviet Union and saw him rise up through a career on Wall Street
and at Moody's. At the height of the credit bubble, he oversaw ratings of
collateralized debt obligations backed by mortgage securities, which
turned out to be some of the most toxic investments that saddled banks,
Wall Street and investors with record losses.
Born to an engineer and a teacher, Mr. Kolchinsky, now 38 years old, spent
his childhood in a Ukrainian town 50 miles from Chernobyl. At age 9, he
immigrated to the U.S., where he picked up English and gained a taste for
breakfast cereal, television and video games. He grew up in St. Louis and
Brooklyn, and holds degrees in aerospace engineering, statistics and law.
