Thanks for all your direct replies to me. Some of you sincerely thought
I had trouble reading the Cyrillic script. I didn't. It was the message
itself that I found troubling. Your responses speak for themselves and
need no further elaboration.

It brings to mind an old Soviet time joke:

Q. --Do I have the right...
A. -- Yes you do!
Q. -- In that case, can I ...
A. -- No you can't!

So, one makes it appear that there is a good will to finance "заходи з підтримання
зв'язків із закордонними українцями". At the same time the conditions of
application are made completely incomprehensible, and the time line is
shortened to one-two days, so obviously there will be no applications
from independent sources. Make your own conclusions to where this money
will go. I'm sure there is an "internal candidate" for receiving the
funds!

If accepted, a contract will be signed and funding will be paid out
based on completion of contract and/or accepted expense receipts.
So : some ideas: - why not fund the cost of vymina bulavy z ukrainy or
even to Ukraina???? Within the framework of PLAST and youth etc...

- why not fund purchase of books and pidruchnyky for Saturday Ukie
schools; teacher salaries; speakers; exhibits in ukie schools or in
plastovi domiwky about some cultural or historical event in Ukraine -
Mazepa - Baturyn - Poltava - 

How about a traveling tour  of a Shevchenko Kobzar ---- or  his
drawings .... or a Hutsul or Lemko or Zaporzhaia crafts....?

How about a concert of drama, music, dance - at the consulates and or
the embassy where the artists are current émigrés and the audience is
everyone eho wants to come on a first come  first serve basis....you get
the drift...

Boy, this sounds familiar -- bureaucratic gobbledygook from the
1990s... But the idea is good. Too bad there's so little time (14
September!!!). If I were retired I'd propose that they hire a literate
diaspora publicist to run their public affairs office to (1) translate
their announcements into normal English, and (2) carry on an effective
counter-propaganda campaign in the media.

Please see corrected version in Ukrainian. I think it's readable now.
The Embassy apparently uses a version of the Russian keyboard available
with Word that corresponds closely with the Ukrainian keyboard, except
for the "i" the "yi" and the "ye" - If you choose "replace" and replace
all the question marks with an "i" and then choose "find" for all the
double "i" - and replace the second "i" with "yi" or "ye" - in a few
minutes you'll get a readable document. 

I've done this numerous times.  I don't know why they haven't figured
it out. It's irritating. But then, the entire situation on the topic of
Ukraine is quite irritating. 

However, now that the document is readable does not mean that it is
comprehensible.  Four days to submit a plan for a project that should be
completed by 15 November? Now there's a formula for insincere intent.

It's comprehensible in my e-mail program. Just need to replace "?" by
"i".
Your e-mail program may not be set up for the correct encoding.

In most cases, the ? needs to be replaced by the letter "i".  I am
having trouble with my Cyrillic keyboard, so can't do the other letter
in Cyrillic, but uit's the "ye" in "povidomlyayemo".  
I don't know you, so I'm curious -- are you fluent in Ukrainian?
