Hi,
Roughly summarized: The document (authored by V.A. Tishkov) is a request
from the Russian Academy of Science’s Department of Historico-Philological
Studies to its affiliates, asking them to send annotated lists of works that
falsify Russian history, along with persons and organizations engaged in
such activity; to identify what affiliate Institutes are doing to expose
falsifications; to send lists of people who can participate in the work of
analyzing historical falsifications that harm the interests of Russia.
