Quickly looking through the piece, Mr. Medvedev makes the assertion that "
... According to Article 7 of the European Energy Charter, which it has
ratified, Ukraine is obliged to provide unhindered transportation of
energy resources through its territory. ..."

Interestingly, Russia never ratified the Charter, but Mr. Medvedev does
not give this indication in the OpEd.
