Re: "hailstorms", for the record -- and for balance, not justification -- see Human Rights Watch report on Russia's use of cluster bombs in Georgia. Of course, since they didn't sign the 107-nation pact prohibiting this weapon, it was "legal."

It was hard to find answers to some questions. Why did Georgians need
to bomb Tskhinvali with "Hailstorms"? This weapon cannot be used for
precision point strikes but wipes out anything alive on hectares of
land.
