To follow up on the boycott idea:
The withdraw of the Shevchenko Scientific Society Washington DC
branch from the April Holodomor event would have sent a message to
the Embassy of Ukraine that business cannot be as usual while the
archival administration issue remains unaddressed. Who oversees
archival policy in Ukraine is relevant to the entire spectrum of
Holodomor remembrance efforts.
The "signaling of our displeasure route" has been tried before at
meetings with Ukrainian diplomats. The response has been diplomatic:
"We are aware of the problem... We know the scholars involved and
they are highly regarded professionals.... The issue is complex...
Nothing in Ukraine happens quickly..."
Boycotts and resignations should be last resort protest efforts. The
problem with staying and fighting is that this did not work. People
at the archival administration stayed and fought for 18 months with
not a single government office taking notice. It took resignations
and the ensuing publicity to get high officials to at least admit
that there was a problem.
