European countries try not to give visas to people from the former Soviet Union – even business visas.
There are two ways to beat the system:
1. Find a citizen of the European country who agrees to send the invitation to your friend. It involves some paper work for the person, and is time consuming.
2. Buy a tour. It is more expensive.
