You're right, anyone can do the paperwork for free; many people do so successfully. The issue is that not everyone knows all of the legal technicalities. For instance, if someone is not a US citizen, the fiancee visa petition will be denied, and the filing fee will not be returned. Then, the person will have spent more money than s/he would for a brief consultation with an immigration lawyer or with an accredited immigration representative at a not-for-profit agency.
Also, in many cases, the forms and instructions are confusing, or simply not complete enough. Often, people don't have the time to assemble all of the documents and prepare the forms.
Doing things for oneself is fine, when one knows what one is doing; otherwise there can be problems. Some mistakes that are made when filing immigration documents are easily fixed. Sometimes, unfortunately, a mistake or lack of documents can result in an "unfixeable" problem.
