If you wonna send money to Ukraine through ROYAL BANK (i.e. $1000)you will have to pay $80 fee for wiring, plus to that your relatives need to have hard currency account at any bank in Ukraine. With
Western Union you are paying for the same amount $65 plus you do not need account and no taxes
