Only US citizens can file fiancee visas. For assistance, you should go to an immigration lawyer or to a not-for-profit agency that provides immigration services. You can find a listing of such agencies on this US gov't web site: http://www.usdoj.gov/eoir/probono/states.htm. The agencies listed are accredited by the Board of Immigration Appeals (BIA -- an agency in the US Dept of Justice) and must meet the standards set by the BIA. They usually provide services for a nominal fee, or free of charge if you cannot afford to pay.
