Dear Tatiana,
Thank you very much for information. Unfortunately, it is not the case of Ukrainian Embassy in USA. According the law, the "no objection" statement can be obtained from Ministry of Foreign Affairs, or Ministry of Education.
I tried to contact first institution via e-mail, but did not get any response. Then I decided to ask Ukrainian community at brama.com, who faced this kind of problem.
