My guess is that it is better if you send the invitation, not your mother. And if you are inviting your cousin for a visit, he'll get a tourist visa. As far as I know, it is very difficult to change a visa later (unless he gets enrolled at some university program -- sometimes they can help in obtaining student visas for their full-time students)
