Your wife's internal passport is valid only in Ukraine. Nobody here cares about what it says. For traveling abroad she will have to use international (or "foreign") Ukrainian passport (except when travelling to Ukraine, because she didn't register with the Ukrainian Consulate here). In order to travel to Ukraine she has to apply for a travel document (each time she wants to travel).

Your stepchildren should also apply for travel documents. As far as I know, there should be no problems (they have green cards). You may call your INS, and ask about the details. But you must hurry, because this process takes time. And of course, your stepchildren would have to get visas from the countries they are travelling to (they are not American citizens, so they will not be having their privileges)
