My wife is a Ukrainian citizen with US green card. Both her children are included on her passport. (The children also have green cards.) Both want to do some overseas travel without parents. My stepson (age 15) wants to go to Latvia and Lithuania with his older sister and her family this summer. My stepdaughter (age 10) wants to join an exchange program in which she would visit France for 3 weeks and a French child would stay in our home after that. Is there a way to get passports or other travel documents for the children that would allow this? It may be complicated by the fact that my wife still has an apartment in the Ukraine and her internal passport still lists that as her residence. She has not registered with the Ukrainian Embassy in the US. Any advice is appreciated.
