What can I expect from Ukrainian customs?

A friend of mine told me that Ukrainian customs charge duties at will, i.e. they may make me pay 100% fee for whatever I buy abroad, even though I may carry it as my personal property. I was thinking of buying a laptop in the US and bringing it to Ukraine through Boryspil airport. Has anybody had any similar experiences? Can I expect any unpleasant surprises?
