In general, a person may not apply for citizenship until the petition to remove the condition on the residence is granted. this means that until a person receives approval for a "permanent" green card, that person may not apply for citizenship.
Regarding your application being put "on hold," please write to me directly. I may be able to offer you some advice. I do not give individual advice on the board.
