Oh come on! May be it's worth trying! It's a Russian ruletee, you know...Though, 40$ may be a lot of money for some people.
I do not think it'll be easy to find someone to push on American embassy...May be, a big long complain to the senator, in case of refussion.

When you were applying for a visa, how long did you say you needed to stay and how long did you stay? I do not know do they keep files somewhere in the computer or do they just talk to you and figure it out...

I heard, that if you ask for a permition to stay in the US for two month, get permission to stay four and live the States before the fourth one expired..then it may indicate your intention to full the embassy in the first place.
